Motor Equipment Technician
Westfield Gas and Electric/Whip City Fiber is seeking a Utility Foreman - Gas.
Works with and incidentally supervises the work of journeymen craftsmen, workers at a lower skill level and/or laborers involved in the installing, maintaining and repairing of gas distribution systems.
Coordinate, assign and supervise the activities of the natural gas distribution system within the Operations Division and to ensure completion of annual divisional objectives, within the framework of divisional programs.
Duties and Responsibilities include:
- Scheduling and supervising construction and maintenance activities involved in natural gas distribution.
- Directing and supervising safety programs.
- Maintain, prepare and execute work orders for natural gas distribution activities.
- Provide for safety of all personnel assigned to work within scope of these responsibilities, and enforce safety regulations.
- Provide for the training and guidance of all personnel assigned to work within the scope of these responsibilities.
- Develop and maintain the necessary logs, reports and records required by the Department utilizing available software.
- Coordinate construction plans with other utilities.
- Direct and supervise contractors performing natural gas distribution operating and maintenance functions.
- Accept responsibilities and assignments common to all administrative, professional and supervisory positions and perform related duties consistent with scope of the position, incidental to the responsibility assigned.
- Review work of assigned crews in progress and upon completion for compliance with instructions and conformance with safe and accepted trade practices.
- Meet with customers to resolve their questions and concerns.
Qualifications and Entrance Requirements
- Understanding of organizational theories, practices, and human conceptual skills necessary for proper administration and supervision.
- Must have strong supervisory, project management, planning and administrative skills, experience in a leadership role is preferred.
- Must be customer focused and a team player.
- Computer skills and experience including, but not limited to, Microsoft applications (Word, Access, Excel, Outlook and PowerPoint) is required.
- Ability to utilize a GIS system and PLC based SCADA.
- Must have excellent written and verbal English communication skills and be capable of interpreting technical instructions and drawings.
- Knowledge of methods, tools, and equipment used in the installation, repair and testing of gas mains and services up to 90 psig.
- Knowledge of public safety measures involved with the work and responsibility for observing such measures by and for employees under his/her supervision.
- Knowledge of the principles and practices related to natural gas distribution including but not limited to:
a. laws and regulations;
b. gas production facilities, equipment, activities and procedures;
c. gas detection equipment and ability to accurately use the equipment to evaluate hazards;
d. hot tapping equipment for major line relocation activity and ability to perform;
e. ability to perform polyethylene fusion techniques and ability to secure certification;
f. natural gas meters, regulators, and overpressure protection devices.
- Knowledge and ability to execute emergency operations effectively and expeditiously.
- Minimum ten years experience related to gas distribution.
- Four year college degree from an accredited college or university is preferred.
- Ability to be certified and/or qualified on the NGA Operator Qualification list.
- Class B driver’s license, Hoisting Engineer’s licenses are preferred.
