Installs, repairs, adjusts and replaces gas appliances of all types such as gas ranges, water heaters, furnaces, dryers, incinerators, refrigerators, and other gas appliances; detects and repairs leaks on appliances and piping; performs piping and connecting of appliances; performs emergency maintenance on gas appliances and piping. Performs other manual work related to installation of gas appliances. Detects leaks on distribution system piping. Incidentally may supervise a small crew of workers at a lower skill level such as laborers, helpers, and maintenance men. Equipment to be serviced includes but is not limited to meters, relays, controllers, valves, regulators, compressors, telemetry for purposes of interpretation and monitoring, and leak detection. Installs, removes, tests, inspects and maintains gas and electric metering equipment and telecommunication network devices. Conducts various inspections and tests on gas and electric meters using standard instruments and devices.

Duties and Responsibilities include, but not limited to:

· Installs, removes, tests, inspects, reads and maintains the following:

o Gas:

• Customer equipment, appliances, and piping.
• Meters – positive displacement, rotary, ultrasonic, and turbine
• AMR meter module units
• Regulators
• Distribution system odorant injections systems
• Cathodic protection devices

o Electric:

• AMR capable meters
• Non AMR capable meters

o Telecommunications:

• Network and line terminals
• Network devices, and associated metering and service delivery equipment

· Inspect and Maintain the following:

o Gas:

• Distribution system leakage
• District regulator stations
• City gate stations

o Telecommunications:

• Inspection of distribution equipment in the field
• Inspection of customer owned service equipment

· Working environment may include, but not be limited to, working in close proximity to high-pressure gas (up to 90psigs) and high voltage (up to 600V).

· Recordkeeping and administrative duties include:

o Develop and maintain records of work performed.

o Monitor regulatory compliance and prepare reports as required.

o Follow written inspection and maintenance programs.

o Maintain associated procedures and manuals.

o Prepare work orders.

o Investigate and recommend corrective measures as needed.

· Assists:

o Operations personnel with system analysis and other engineering studies as needed and perform complex technical calculations as required.

o Assigned contract crews and report abnormal conditions to the supervisor.

· Have working knowledge of rules and regulations including (TSCA) Toxic Substance Control Act and the rules put forth by (DEP) Department of Environmental Protection.

· Locate underground natural gas, telecommunications and electric facilities, for the purpose of identifying the utility equipment for “Dig Safe” program.

· Respond to any emergency condition within or outside normal work hours.

· Responsible for all duties of a Gas Service Technician C.

Qualifications and Entrance Requirements include, but not limited to:

· Must have a minimum of five (5) years experience in the field of natural gas heating equipment repair.

· An alternate two year formal certification in HVAC installation, troubleshooting, and repair through a recognized and accredited educational institute may be substituted.

· Knowledge and ability to execute emergency operations effectively and expeditiously.

· Ability to be certified as a NEGA Qualified Operator within six (6) months of appointment.

· Superior customer service skills and team participation.

· Knowledge of all types of gas distribution equipment, design and construction practices.

· Knowledge and understanding of electricity, natural gas, and telecommunications theory.

· Knowledge, understanding and ability to identify basic electric meter configurations.

· Knowledge of the tools, equipment, procedures and techniques as applied to:

o testing, calibrating and repairing any gas distribution equipment;

o testing and troubleshooting gas metering equipment.;

o setting and removing AMR and non AMR type electric meters;

o testing electric and gas meters;

o locating and testing underground facilities;

o Combustible gas indicators, flame ionization units, and general gas leak detection equipment;

o Catholic Protection, impressed current anode banks, anodes, test stations, bonding and insulating of pipe;

o performing Dig Safe surveys;

o District regulator stations and city gate stations.

· Have excellent written and verbal English communication skills and be capable of interpreting and following technical instructions and drawings.

· The ability to perform calculations, follow written and verbal instructions, and comprehend financial and technical statements and required data.

· A thorough background in computer use, related to software (Word, Excel, Access) and hardware related to mobile devices is required.

· Ability to utilize a GIS system for field location identification purposes
