Utility Supervisor - Natural Gas
WG+E is accepting applications for the position of Utility Supervisor - Natural Gas (Min. $122,836 - Max $151,644).
Applies professional skills and knowledge in connection with the investigation, design, construction and maintenance of engineering projects of a wide scope. Usually supervises a field or office group. Considerable latitude for exercise of independent judgment with complete responsibility for planning and carrying out assigned projects.
Coordinate, assign and supervise the activities of WG+E and contract crews to ensure the safe, efficient and sound installation and maintenance of natural gas, electric and telecommunications systems and their related components in a manner consistent with Departmental objectives. Provide both written and verbal input to WG+E management team on issues including but not limited to safety, personnel, projects, expenses and customer satisfaction.
Duties and Responsibilities:
· Schedule and supervise construction and maintenance activities involved in electric, natural gas and telecommunications distribution.
· Direct and supervise safety programs.
· Maintain, prepare and execute work orders for distribution activities.
· Provide for safety of all personnel assigned to work within scope of these responsibilities and enforce safety regulations.
· Provide for the training and guidance of field personnel.
· Develop and maintain the necessary logs, reports and records required by the Department utilizing available software.
· Coordinate construction plans with other utilities.
· Direct and supervise tree trimming activities.
· Accept responsibilities and assignments common to all administrative, professional and supervisory positions and perform related duties consistent with the scope of the position, incidental to the responsibility assigned.
· Review work of assigned crews in progress and upon completion for compliance with instructions and conformance with safe and accepted trade practices.
· Meet with customers to resolve their questions and concerns.
· Responsible for the adherence to departmental policy, rules and directives.
· Respond to any emergency condition within or outside normal work hours.
· Directly supervise management, IBEW and contract labor personnel, including but not limited to, Electric Linemen, Linemen/Troubleshooters, Communications Engineers, Electric Station Operators, Electric Foremen, Gas Distribution & Maintenance personnel and Gas Foremen performing construction, repair and maintenance activities on the distribution systems and the Department’s electric substations and natural gas gate stations.
Qualifications and Entrance Requirements:
· Understanding of organizational theories, practices, and human conceptual skills necessary for proper administration and supervision.
· Must have strong supervisory, project management, planning and administrative skills, experience in a leadership role is preferred.
· Must be customer focused and a team player.
· Excellent computer skills and experience including, but not limited to, Microsoft applications (Word, Access, Excel, Outlook and PowerPoint) is required.
· Ability to utilize a GIS system and PLC based SCADA.
· Must have excellent written and verbal English communication skills and be capable of interpreting technical instructions and drawings.
· Knowledge of methods, tools, and equipment used in the installation, repair and testing of:
a. gas mains and services up to 90 psig.
b. electric distribution systems up to 23 KV
c. fiber-based telecommunications systems
· Knowledge of public safety measures involved with the work and responsibility for observing such measures by and for employees under his/her supervision.
· Knowledge of the principles and practices related to electric distribution including but not limited to:
a. laws and regulations, including hazardous waste handling and disposal;
b. substation facilities, equipment, activities and procedures;
c. underground systems, cable fault finding equipment and ability to accurately use the equipment to evaluate the integrity of cable;
d. hot sticking activity on 23KV systems;
e. principles and practices as related to electric meters, current transformers and potential transformers.
· Knowledge of the principles and practices related to natural gas distribution including but not limited to:
a. laws and regulations;
b. gas production facilities, equipment, activities and procedures;
c. gas detection equipment and ability to accurately use the equipment to evaluate hazards;
d. hot tapping equipment for major line relocation activity and ability to perform;
e. ability to perform polyethylene fusion techniques and ability to secure certification;
f. principles and practices as related to natural gas meters, regulators, and overpressure protection devices.
· Knowledge of the principles and practices related to telecommunications distribution including but not limited to:
a. laws and regulations related to internet, CATV and telephony providers;
b. central office and head end facilities, equipment, activities and procedures;
c. components utilized within fiber optic telecommunication facilities
d. mechanical and fusion splicing techniques and applications;
e. troubleshooting a network and ability to accurately use available equipment to evaluate network performance
· Knowledge and ability to execute emergency operations effectively and expeditiously.
· Minimum ten years experience related to gas, electric, and/or telecommunications distribution.
· Four year college degree from an accredited college or university is preferred.
· Ability to be certified and/or qualified on the CONVEX switching list within one year of appointment.
· Massachusetts Class B driver’s license or ability to secure within six months of appointment.
· Hoisting Engineer’s license or ability to secure within six months of appointment.
